Leader is part of the EU's Rural Development Program and aims to promote an economic, ecological, and social sustainable development of rural areas. Leader Skellefteå Älvdal non-profit association has been allocated a budget of 32 million for the new program period (including other public co-financing). Leader Skellefteå Älvdal includes the municipalities of Skellefteå, Malå, and Norsjö.

Description of job duties

Your main task as operations manager is to implement the Leader Skellefteå Älvdal development strategy and be responsible for the operation of the local leader office. You will, on behalf of and in close collaboration with the association's board, plan and execute the activities. This means informing and inspiring local actors to apply for projects and drive development work, collaborating with other actors, e.g., authorities and other Leader areas on various development issues within the strategy, leading the office's work with advice and support to applicants and project owners, processing applications and decisions, as well as preparing decision-making materials on the issues that the board will handle, being responsible for the association's overall work with finance, budgeting, follow-up, procurement, and contracts, and being responsible for information via the website and Facebook, but also through personal meetings.

As operations manager, you are responsible for the implementation of the association's procurements according to applicable regulations and ensure that existing contracts with suppliers are valid and complied with. Your role will be to act as the cohesive link for the operations and actively work with change processes and be a presenter before the board on issues concerning projects, administration, and finance.

An important task is to disseminate knowledge about Leader and enable good project applications to come in from the entire Leader area. You should also support individual projects before the establishment of applications and make an early assessment of the projects' chances of receiving funding. You then have a supportive and advisory role throughout the grant and development process. Reporting on ongoing projects is done continuously to the board. You will be responsible for updating the website Leader Skellefteå Älvdal.

As a manager, you should also create and maintain good contacts with various authorities and organizations such as the participating municipalities, Region Västerbotten, the Swedish Board of Agriculture, other leader areas primarily in Norr- and Västerbotten, the Rural Network.

Description of qualifications

As a manager, we would like you to have experience working with EU projects where experience with leader is an advantage. You are a proactive and action-oriented person who has good knowledge of various societal actors, their roles and responsibilities, from the EU to local community groups. You preferably have an academic education or competence in the field of operations. You have knowledge of public and private administration as well as good knowledge of EU programs and various forms of support and accounting principles. You have a broad network and the ability to expand it. In your leadership, your ability to be attentive, outgoing, and a good communicator are distinguishing characteristics. Experience working within social movements and entrepreneurship is an advantage.
